Keeping Everyone Informed: Safe and Responsible Documentation
Under both Utah and federal law, individuals on the Sex Offender Registry are required to disclose and verify employment as part of ongoing supervision and compliance requirements.
Unfortunately, Utah law currently offers limited protections for registrants in the workforce. Because individuals on the registry are not a protected class under Equal Employment Opportunity (EEO) law, employers may terminate or reject employment based on registry status alone—even when the individual is fully compliant, rehabilitated, and qualified.
To help address this gap, we've created a free, downloadable Employment Verification Letter Template. This document is designed to help you:
- ✅ Provide clear and official documentation of employment to Adult Probation & Parole (AP&P), registry officials, or housing providers.
- ✅ Ensure your registry status is transparently disclosed to your employer—in writing—with acknowledgment and acceptance, helping prevent future misunderstandings or accusations of deceit.
- ✅ Establish a paper trail that may assist in contesting wrongful termination or discrimination based solely on registry status.

A leg up - The Federal Bonding Program
The Federal Bonding Program is a successful job placement tool for job seekers with barriers to obtaining employment. The program has achieved a 99% success rate by offering employers Fidelity Bonds to insure against any type of theft, forgery, larceny, or embezzlement.
This program can make hiring prior offender's less risky for employers by protecting them at NO COST to either them or the applicant! A great leverage tool to help encourage hiring those with difficult past's.
Simply bring a job offer to your DWS office and inquire about the program, then they will be able to walk you through any next steps and that's it!
Guidelines
- Any public, private, government or community-based organization may participate.
- Bonds are issued directly to the employer at no cost.
- Bonds are valid for 6 months and are issued in $5,000 increments up to $25,000.
- Employers must be current with Unemployment Insurance reports and contributions.
- Employers will need to provide their FEIN to DWS.
- DWS will handle all paperwork for the bond
